Ancala Park

Ancala ParkThe Ancala Park was built in 1998 for the enjoyment of both the homeowners and the members of Ancala Golf and Country Club. It offers basketball hoops, swing set, a grassy play area, shaded picnic tables, barbecue grills, water fountain, and bathroom. The Park is maintained by the Homeowners Association, specifically the Maintenance Committee.

Ancala Park Procedures

The provisions of this article shall apply to the private Ancala park. The park, as it is referred to below, shall include all facilities and designated parking areas.

General rules for use:

(a) All persons using the park shall comply with all federal, state, county and city laws, rules and regulations.
(b) All persons using the park shall also comply with the following:

  1. No deadly weapons are permitted in the park. A "deadly weapon" as used in this subsection is anything designed for lethal use and it includes firearms.
  2. No person shall consume liquor from an open container, or possess liquor in an open container.
  3. Smoking is prohibited in the restroom.
  4. No motorized vehicles shall be allowed in the park, except in designated parking areas. This, subsection shall not apply to:
    1. The use and operation of a motorized wheelchair by a person who ordinarily uses such equipment;
    2. Vendors, on park related business, with the permission of Ancala management group.
  5. The sale of food, beverages or other merchandise is prohibited unless specifically authorized by permit.
  6. No person shall throw or deposit any litter, garbage or debris in the park.
  7. No person shall undertake mechanical repair or maintenance of any vehicle in the park, including but not limited to automobile oil changes and engine tune-ups, except in the case of an emergency when the vehicle is inoperable. No commercial or professional washing or waxing of vehicles shall be permitted in the park unless specifically authorized by permit.
  8. No person shall throw, deposit or place any commercial or noncommercial handbill in or upon any unattended vehicle parked or located in the park.
  9. No persons shall be in or on park premises at any time other than the following:
    -Winter (Oct. thru April) 7 a.m. to 6 p.m.
    -Summer (May thru Sept.) 7 a.m. to 8 p.m.
  10. Horses are prohibited in the park.
  11. Practice golfing is prohibited in the park.
  12. Gas powered model airplanes and incendiary model rockets are prohibited.
  13. No person, or person who has custody of a dog, shall cause or permit damage to any park property, including but not limited to trees, shrubs, plants, turf and landscaping, or digging holes in or removing turf from the park.
  14. All dogs must be leashed at all times.
  15. The owner or person in custody of a dog shall immediately pick up all dog droppings (fecal matter) place them in a closed or sealed container and deposit them in trash receptacle or remove them from the park.
  16. No open fires are permitted. Charcoal only may be used in the fixed
    grill and charcoal fires shall be attended at at all times.
  17. No glass, ceramic or easily broken plastic food or beverage containers are permitted in the park.
  18. No person shall knowingly and intentionally throw, toss, propel, or break any glass object in the park.
  19. No person shall participate in archery or willfully, negligently or recklessly discharge, use or propel any object or projectile capable of causing physical injury, including but not limited to slingshots, blowguns, javelins, spears or breakable glass objects.
  20. No person shall continue to operate or permit the continued operation of any sound amplification system which can be heard fifty (50) or more feet from the source. A “sound amplification system” as used in this subsection means any device, instrument or system, whether electrical or mechanical or otherwise, for amplifying sound or for producing or
    reproducing sound, including but not limited to any radio, stereo, musical instrument, or sound or musical recorder or player.
  21. All motor vehicles operated in the park must have current legal registration, display number plates for the current registration year and be operated only by properly licensed drivers.
  22. A maximum speed of five (5) miles per hour shall be in effect at all times for motor vehicles.

Permit to reserve use:

  1. A permit shall be obtained from the Ancala management group to reserve the use of the park.
  2. All permits shall require that the permit holder and those using the facility pursuant to the permit comply with the provisions of this article and an the general use rules outlined above. Rules and regulations not appearing in this article shall be either written on the permit or otherwise provided in writing to the permit holder when the permit is issued.
  3. The permit shall describe the facility to be used, state any maximum capacity, if applicable, and such additional conditions and requirements as may be reasonably necessary to assure the safe use of the facility by the permit holder.
  4. As a condition of the permit, the permit holder shall comply with any insurance and indemnification requirements determined by the Ancala management group to be reasonably necessary, given the nature of the activity and other circumstances.
  5. The Ancala management group may revoke a permit for a violation of its terms or any violation of rules, regulations, ordinances or state statutes by the permit holder or any person using the facility pursuant to the permit. In the event of revocation under this provision, the permit holder shall not be entitles to a refund of any fees paid.
  6. Unless otherwise expressly provided by the Ancala management group, the revocation of a permit shall serve to revoke all permits held by the permittee at the time of the revocation for the same facility or use and shall constitute grounds for denial of future permits for a period of one hundred eighty (180) days.
  7. Revocation of permits or denial of future permits shall be subject to appeal to the Ancala Board of Directors. The notice of appeal shall be in writing, giving the reasons or grounds for the appeal and shall be filed with the Ancala Board not more than ten (10) calendar days from the revocation or denial, as applicable. The Ancala Board shall hold a hearing
    on the appeal within thirty (30) days of receipt of the notice of appeal. The Ancala Board shall determine how the hearing will be conducted. The aggrieved permittee or applicant, as applicable, shall be given notice of the hearing and may attend the hearing, but may not be represented by legal counsel.
